Tool-box for European Peer Reviews in VNFIL
The Tool-box for European Peer Reviews in VNFIL was tested and adapted from the original Toolbox in the Erasmus+ project Peer Review VNFIL Extended.
It is a complement to the European Peer Review Manual for VNFIL and should always be used together with the Manual (it is NO substitute for the Manual).

01 Gender Mainstreaming - Check list for policy indicators
Gender mainstreaming is a guiding principle of the European Peer Review procedure. The Gender Mainstreaming Checklist supports the conduct of a gender analysis of the VNFIL provider - the rights, resources, participation, values and approaches related to gender - on the basis of sex-disaggregated quantitative data and qualitative assessments.
02 Initial Information Sheet
The Peer Review Initial Information Sheet serves as internal documentation and as external information for the coordinating body, the Peers and other VNFIL providers in the network. It includes all relevant data regarding the Peer Review procedure (e.g. contact information, starting situation, aims and purpose, organisation, responsibilities, time schedule, etc.). This information will be updated in the Self-report and the Peer Review Report.
03 Application Form for Peers
In the standardised application form for Peers information on the professional background, experiences with quality assurance and quality development procedures as well as on other relevant professional expertise is asked for. This information is pivotal for selecting suitable Peers and matching Peer Teams with regard to the requirements of the Review to be carried out.
04 Model Contract for Peers
With the Peer Contract the conduct of the Peer Review is formally regulated. It includes information on the duties and obligations of the Peer as well as of the VNFIL Provider. Furthermore remuneration and reimbursement of travel and subsistence costs are agreed upon.
05 Self-Report for the European Peer Review
The Self-Report is the central document of the Peer Review procedure: it should contain all information necessary to prepare the Peer Review. The first part of the report contains all relevant data on the Peer Review procedure (update from Initial Information Sheet). The second part comprises a description of the VNFIL provider and its provision, the mission statement, statistical data and information on organisational issues. The third part is the core of the report and contains the results of the self-evaluation of the Quality Areas chosen.
06 Model Peer Visit Agenda
With the Peer Visit Agenda a detailed and realistic agenda for the Peer Visit is drawn up. It includes a detailed time schedule for the collection and analysis of data by the Peers. It also reflects the kind of evaluation methods that will be used and what stakeholder groups will be involved in the Peer Visit.
07 Interview Minutes and Guidelines for Analysis
The most common methods used for collecting data are group and single interviews, a tour of the premises, and observations. The Interview Minutes and Guidelines for Analysis form supports the preparation, conduct and interpretation of interviews.
08 Ground-Rules for Peers
The Ground-Rules for Peers provide a checklist for professional conduct during the Peer Visit: they include communication and interview rules as well as a checklist with characteristics of reflective and constructive feedback.
09 Quality Area Assessment Form
The Quality Area Assessment Form provides recommendations for the analysis and assessment of findings and supports the systematic description of the results of the Peer Review. It can be used as a basis for formulating the Peer Review Report.
10 Meta-evaluation of the Peers
In a meta-evaluation the members of the Peer Team reflect on their experiences in a systematic way, thus providing indications for further development of the Peer Review procedure.
11 Peer Review Report
The Peer Review Report has the same structure and format as the Self-Report (and the first part actually is an update of the self-report). The core of the Peer Review Report is the assessment of Quality Areas. Relevant documents used in the procedure (e.g. agenda for the Peer Visit, interview guidelines, observation guidelines etc.) can be annexed.
